Will new California Public Utilities Commission policies promote rooftop solar?

The California Public Utilities Commission (CPUC) is developing a "successor tariff" to replace the current net-metering program, expiring in 2017.

Net metering is how homeowners with rooftop solar are credited for the energy they produce. The new program could be a big turning point for rooftop solar in California.
