Progress - For the first time the BAAQMD Climate Program update shows comprehensive plan goals in synch with what we know must be done to reduce GHG emissions: increase efficiency, decarbonize energy sources (clean power), electrify energy use, and reduce non-energy GHGs
Also, for the first time ever, and because of public pressure, BAAQMD posted the Climate Program update presentation BEFORE the Board meeting set for this coming Wednesday, July 29. View slide show.
The plan includes rulemaking to achieve GHG emission reductions in the Permit Program and rulemaking to set backstop limits on sources subject to Cap and Trade, including refineries.
The commitments don't go all the way to the deepest reductions needed, but they do provide a rule making framework to get there. This is huge progress.
The rule development process is where deep public engagement will be needed the to shape the future of Bay Area climate action. The fight over GHG limits on Bay Area refineries is already in play.
